On 29 April 2025, Minister for Manpower Dr Tan See Leng delivered the May Day Message 2025.
The message focused on employment practices and the future of work in Singapore.

Tripartism and Economic Progress
Singapore is celebrating its 60th birthday this year, marking a milestone in the nation’s history.
Dr Tan highlighted tripartism as a key factor in Singapore’s resilience and progress.
Tripartism refers to the partnership between the Government, unions, and employers.
This unique relationship is built on trust, mutual respect, and shared responsibility.
“This year, Singapore turns 60. As we celebrate this milestone, we are reminded of what has brought us here — and what will carry us forward.”
The world faces unprecedented trade tensions and a breakdown of the rules-based international order.
These disruptions to trade and investments will increase pressure on jobs and incomes.
In light of these challenges, Dr Tan emphasised the need to sustain tripartism and unity.
Support for Workers
The May Day Message 2025 highlighted several initiatives to support workers in Singapore.
Real wages at the 20th percentile (lower earners) grew by 5.8% from 2019 to 2024.
The median worker’s real wage (middle earners) increased by 3.56% during the same period.
The government has enhanced the Workfare Income Supplement Scheme from 2025.
Platform workers are now provided with protections as a distinct group of workers.
These protections include CPF contributions, work injury coverage, and a legal framework for representation.
The government is also focusing on senior employment, with ongoing reviews and initiatives.
CPF contributions for senior workers will continue to increase, with the Government extending the CPF Transition Offset for employers.
For those struggling to meet basic retirement needs, the government has introduced the Majulah Package, enhanced Silver Support Scheme, and Matched Retirement Savings Scheme.
These initiatives aim to provide comprehensive support for workers across various sectors and age groups.
Helping Businesses
The Government and the Labour Movement are committed to helping businesses transform and thrive.
A key initiative is the Enterprise Workforce Transformation Package, which will cost over S$400 million.
Additionally, the NTUC Company Training Committee Grant will receive a S$200 million top-up.
These measures aim to support businesses in adapting to changing economic landscapes and workforce needs.
Creating Better Workplaces
Significant progress has been made in workplace safety and fairness.
The workplace fatality rate in the last 5 years averaged around 1.1 per 100,000 workers.
Last year, Singapore achieved its lowest major injury rate.
New Tripartite Guidelines on Flexible Work Arrangement Requests have been implemented.
The Workplace Fairness Act, passed earlier this year, reinforces the stand against discrimination.
This act complements the existing Tripartite Guidelines on Fair Employment Practices.
