In a press release by HDB, tenders for two large sites at Sembawang Road and Hougang Avenue 10 Hougang Central have opened on 29 May 2025.
HDB is acting as the government’s land sales agent for these sites.
The sale is part of the Confirmed List under the 1H2025 Government Land Sales (GLS) Programme.
The two tender sites can yield about 1,100 new residential units for Singaporeans.

The HDB Hougang Branch will close on 1 September 2025 to allow for future development at Hougang Central.
According to HDB, has provided details about both land parcels in their announcement.
The final site area may change after survey, and actual unit numbers depend on the developer’s proposal.

The Hougang Avenue 10 Hougang Central site will see phased closure of key facilities for development works.
The closures will help prepare the site for the new mixed commercial and residential development.
HDB announced that Hougang Branch will close on 1 September 2025 to make way for development at Hougang Ave 10/Hougang Central.
To support residents after the branch closure, a new 24-hour eLobby will open at Block 806 Hougang Central #01-160, Singapore 530806, starting 1 September 2025.
This eLobby is five minutes’ walk from the current branch.
It will have eService kiosks, a cash payment kiosk, and an AXS machine.
Residents can use these digital machines for mortgage payments, rental payments, season parking applications, and more.
In the first month after opening, a service ambassador will help visitors use the machines and digital services.
HDB stated, “To better support residents’ needs after the closure of Hougang Branch, a new 24-hour eLobby will open from 1 September 2025.”
HDB says the eLobby is part of a plan to modernise HDB’s services and use digital tools for daily tasks.
More than 200 eServices can be found online at HDB InfoWEB or the MobileHDB app (App Store/Google Play).
These services help with common transactions and cut down on the need to visit branches or call for help.
Residents can manage many needs online for convenience and faster support.
Some complex transactions still need face-to-face help, such as signing legal documents or reporting flat ownership changes.
Residents must visit Sengkang Branch at Block 118 Rivervale Drive #02-01, Singapore 540118 for these matters.
Access is easy by bus or train from Hougang.
All visits to HDB Branches are by appointment only – appointments can be booked on the HDB InfoWEB.
